God better than the Police?

I am suprised, that some religious people always argue that if no god would exist, all people would rape, murder and steal, because they would not be afraid of hell or whatever their god's punishment would be.

So why do religious people still demand, that there is a police and that murders are go to jail (or even support the death penalty, even thought one of their god's rule, which he had put down in stone, twice, clearly states, that you shall not kill).

I suspect, that even the religous crazies know, deep in their heart, that the police and jail are more efficient that their bearded friend in the sky.
